New SIM Card Rules: What Mobile Users Need to Know

In an era of unprecedented technological advancements and a shift towards digital-first lifestyle, the convenience of online mobile transactions has become an integral part of our daily lives. However, this growing reliance on mobile transactions brought awareness and concerns around counterfeit SIM cards. Recognizing this, the Department of Telecommunication (DoT) implemented new SIM card rules in December 2023, aiming to curb misuse of mobile connections and enhance security. These regulations apply pan-India, non-compliance of which may lead to fines/penalties for both users and dealers.
New SIM Card Rules: What Should Mobile Users Know?
The new SIM card rules mark a significant shift in the SIM card landscape, introducing stricter Know Your Customer (KYC) norms and tightening controls. It is imperative for all, including mobile users, to familiarise themselves with these updated regulations to comply and help better implement the required measures against fraud.
- KYC and Documentation:
The new regulations mandate digital KYC for users purchasing a new SIM card or applying a fresh SIM for existing number. The digital KYC process will ensure accurate capture of demographic details through Aadhaar QR code scanning. This significantly reduces the risk of fraudulent identities and provides a reliable link between a user and their mobile number.
- Limited SIMs per ID:
Individuals can now have a maximum of 9 SIM cards on a single ID. Bulk SIM issuance is only allowed for businesses with proper documentation.
- 90-day Cooling Period:
A disconnected SIM number won't be reissued for 90 days, preventing immediate misuse. The 90-day cooling period for previously deactivated numbers adds another layer of security, giving authorities time to investigate any suspicious activity.
- SIM Replacement KYC:
SIM replacement will require a full KYC, which is additionally coupled with a temporary SMS block barring outgoing and incoming SMS for 24 hours.
- Mandatory Registration & Verification:
All Point-of-Sale (PoS) agents, franchisees, and distributors must register with respective telecom operators.
